Orlando Film Commission

The Orlando Film Commission promotes film production and post-production in the Orlando Region while assisting in further developing the local production infrastructure.

About

The Film Commission provides the following services to the public: 

  • 24-hour access to the Orlando Filmbook  

  • A qualified listing of crew and vendors in the Orlando region 

  • One-stop permitting for location filming  

  • Any time a production impacts public property (street, sidewalk, park, etc.) all communication begins with this office 

  • Community partners are empowered to re-direct any communication regarding filming impact to this office resulting in streamlined communication from our office to theirs, all calls regarding filming are between the Film Commission and the government entity not the production  

  • Use of an extensive digital location library  

  • A catalog of images representing the variety of locations we have in the region representing all counties, cities and communities in the Orlando region  

  • Preliminary scouting, evaluation of locations, and familiarization tours 

  • The process to secure a production can include:  

  • A full location breakdown of the script 

  • A location package with a map that includes sample images where they could film the project  

  • If they like what they see, then we physically take them to the locations (often with a location scout) to speak with the property owners and start the process of securing locations and permitting  

  • Assistance with local hotels and accommodations 

  • The film office has long standing relationships with many hotels in the region who support the production industry due to the large amount of rooms a production will require for several weeks at a time  

  • Support throughout entire production schedule 

  • May include everything from a full meeting with the community in which they are filming to get all departments on board (large project) to assisting in the promotion of any press releases from casting to distribution  

  • Often includes last minute changes in permitting  

Action Items and Goals for the Orlando Film Commission are to: 

  • Attract On-Location Production  

  • Conduct targeted sales calls/meetings with studios, production companies and advertising agencies in major markets such as NYC and LA  

  • Host inbound FAM tours with film production decision-makers 

  • Lead legislative efforts in creating local film incentives and support state-level rebate programs. 

  • Educate and inform prospects on the Florida Entertainment Industry Sales Tax Exemption program, which is facilitated by the State film office 

  • Manage the Orlando Film Commission permitting process, location database and online databases 

  • Increase Local and Out-of-Market Visibility of the Region as a Prime Film Production Location 

  • Increase exposure through targeted association alliances 

  • Increase out-of-market exposure/awareness at local, regional and national film festivals and conferences including Produced By Conference and Florida Film Festival 

  • Update location database images used to market the region 

  • Educate & Engage Local Workforce and Infrastructure  

  • Meet with local and new to the area professionals/students to provide information from a general overview of our community on ways to better integrate their business into the local industry   

  • Partner with local and state associations for networking and educational functions such as Women in Film & Television – FL and Film Florida  

  • Manage the Permitting System for the 4County Region  

  • Maintain relationships with all community partners within the various departments such as police, fire, emergency services, economic development and others as they vary from community to community  

  • Field calls and inquiries from across the world regarding filming in our region 

  • Respond to the Florida Office of Film & Entertainment requests for locations  

  • Process every permit for the 4 county region (see attached permit)  

  • Many permits require negotiation to satisfy both the community and the production company 

  • The film commission serves as the “translator” between these two parties  

  • This is a 24hr service – If a production needs assistance at 1am our office must be available to assist  

  • Field calls from the public who want to know about a production impacting their neighborhood  

  • Collect economic impact data from the production companies who use our services  

  • Maintain the database of permits for the office
